Informant stated black Mercedes sedan, plate of 9 Victor Mary Adam 204, swerving in lanes of traffic. Informant stated she saw driver had NOS balloon in mouth while driving. Vehicle last seen northbound on Bouquet. Informant no longer has OBS. Tac is 193.
