Suspect is a transient, female, Hispanic, 50 years, dyed blonde hair, light-colored shirt with cut-off sleeves, black shirt, black shorts. Suspect has two pit bulls at the location off-leash, refusing to put them on a leash. Code 2, incident 3321, RD 47.
