Any Topanga unit, 450 man with a gun, 19801 Welby Avenue, in the alley behind the location between Welby and Vanowen. Looks like male Hispanic wearing a black headed sweatshirt with the number 23 on the back, gray pants, was holding a handgun, walking from trash can to trash can, possibly attempting to throw the gun away. Code 2 incident 4364 and RD 2149.
