Vehicle is a dark gray with red stripes, 2019 Dodge Charger with a handicap placard, unknown license plate. Suspect is a friend, male, Black, approximately 30 years old, 6'3", 225 pounds. Took PR's car this morning and never returned it. Information only, I answered at 3928.
