Suspect vehicle's a newer model white Toyota Ralph or license plate of a 9, young Sam Victor 661. 9, young Sam Victor 661. Suspect driver was a male, Black, 4 years of age, dreads, black and white beard. No further description. Additional male occupant in the vehicle. Suspect driver was inhaling nitrous oxide from balloon.
