Suspect is a transient male, White, 30 years, 5'10", thin-build, wearing a blue hooded sweater, brown shorts, no shoes, repeatedly lighting trash and leaves and other misc items on fire, smoking marijuana, no current active fire, no other weapons seen. Code 2, incident 3932, RD 645.
